The union is affiliated with 46 states and the districts of Puerto Rico, and Columbia. It has 3400 local unions and 58 councils. The union headquarter is located in Washington DC and coordinates its actions on national, and political issues. Every four years elections are conducted to select the President, Secretary, Treasurer, and 35 regional vice presidents.

Every two years the International Union delegates decide on unions basic policies. They provide resources to councils, and local unions for organising, bargaining, political actions, education, and administrators member-only benefits.
